After the attacks of September 11 and at the request of the United States, the European Union has decided to set up a community risk analysis for all movements in and out of its territory.
Since 1 July 2009 , the international trade operators have to file an entry/exit summary declaration of goods including information necessary for the analysis of security risk.
The introduction of AEO status gives to the holder benefits for simplification of formalities in , and streamline customs controls. It also benefits from an exemption from full guarantee ( rights + VAT) for operations under MTD , customs warehousing , inward processing and processing under customs control.
This status requires compliance with criteria ( that requires rigorous internal controls and management flux).Il proves that the owner has made the necessary efforts to ensure the safety of his party in the international supply chain .
The AEO has become essential in controls and corporate relations with the customs administration .
In addition to the recognition of AEO status within the European Union, Switzerland , Norway, Japan and the United States now recognize the AEO certification of the European Union. A similar agreement with China in 2013 is on the way.Then should come Canada, New Zealand and Australia , which have already implemented similar programs to the AEO.
This certificate leads to a recognition of the reliability of the operator at international level
